Project Engineer

Location: Pryor, OK 

Salary Range: $90,000 – $110,000

The Rowland Group is searching for a Project Engineer to join a top chemical manufacturing site. The candidate will be responsible for projects that include manufacturing reliability improvement, contract negotiations, and plant modifications.  The client company offers excellent benefits including vacation, 401k, and flexibility in terms of work schedule!


  • Provide engineering oversight for conception and completion of projects from feasibility through execution and startup
  • Lead the technical interface between the project and the environmental consultants to ensure completion of all engineering in support of the facility emissions permits (air, water, and solid waste)
  • Ensure that all technical issues related to the project specifications are attainable
  • Manage the development and execution of project contracts with the assistance of LSB legal and PCC senior management (finance and operations)
  • Develop a working level knowledge of all operating units at PCC
  • Develop, maintain and track project schedules to ensure that an accurate project schedule is available for all project meetings and contractor discussion
  • Develop and manage project budgets to support the milestone goals for the projects and ensure projects are completed within budget
  • Prepare and lead the approval process for all project related AFE’s
  • Manage engineering contractors and equipment vendors as needed to support projects
  • Coordinate input from PCC’s Operations and Maintenance groups to insure the project meets operability and maintainability requirement for reliable operations
  • Act as a key resource to commercial and sales personnel to assist in screening revenue generating opportunities
  • Develop strong working relationships with all sub-contractors, technology suppliers, maintenance and operating personnel


  • Minimum 5 years of operating company experience (both design and operations), preferably in a plant/refinery environment
  • BS Degree in Chemical or Mechanical Engineering (Advanced degrees or progress towards professional registration is a plus)
  • Must have a strong desire to drive a project from feasibility through operation, on time and within budget
  • Demonstrated performance in executing projects from initiation to operation
  • Demonstrated experience completing projects > $5M
  • Experience selecting and contracting for engineering and/or permitting support services.
  • Ability to use project scheduling software (MS Project, Primavera)
  • Excellent Interpersonal, organizational and communication skills
  • An open and effective communicator, able to communicate candidly at all levels who can inspire and engage diverse teams
  • Petrochemical, fertilizer production or refinery petrochemical a plus
